Double amputee fined for disorderly conduct in public

A WHEELCHAIR-bound man with 131 criminal convictions has been fined for public order offences.

Paul Barry, 52 Ossory Park, Kilkenny, was charged with disorderly conduct, threatening or abusive behaviour and being intoxicated in a public place, at Lyster Square, Portlaoise, on August 17 last year.

He also faced two charges of failing to appear in court on two dates last October.

At last week’s district court in Portlaoise, defence, Mr Declan Breen admitted that his client, a double amputee, had serious needs that have to be addressed.

The court heard that Barry, currently in custody in Cloverhill Prison, had failed to keep five appointments with the probation services. Mr Breen said that his client has addiction issues and was due to appear in Kilkenny District Court last week on separate matters.

“He understands he has to keep his appointments and he should have contacted probation,” said Mr Breen.

Judge Catherine Staines asked whether it would be better for Barry to be moved to the Midlands Prison, but Mr Breen replied that he did not think prison was the best place for his client.

“He has serious needs that need to be addressed,” said Mr Breen, adding that Barry is not receiving treatment for his addiction in Cloverhill.

Barry was fined €300.
