Man warned to keep out of Portlaoise
A ONE-legged foreign national has been ordered to keep the peace for two years, after he was arrested for aggressively begging in the street and showing his amputation to passers-by.
Before the court was Florin Moman, with an address listed at 8 Bolands Flat, Patrick Square, Newbridge.
Inspector Martin Harrington gave evidence that Moman was begging in an aggressive manner at Lyster Square, Portlaoise, on April 11 last year. When the gardaí arrived, Moman was observed lying across the footpath, blocking the entrance to the post office. He was also displaying his amputation. He was asked to leave the scene but refused and became abusive toward the gardaí. When the guards went to help him up, he tried to lash out.
Moman has three previous convictions.
Defence, Mr Owen McDonald said Moman disagreed he was shouting on the day, but the solicitor admitted that his client suffers from slight psychiatric difficulties. Mr McDonald said that Moman had not intended showing his amputation, but his trousers were pulled up from dragging himself across the street.
Through an interpreter, Moman told the court that he is currently living with his stepson in Newbridge. Judge Catherine Staines asked did he have any reason to be in Portlaoise. Moman replied that he had been selling newspapers on the day. The judge then asked could he sell the papers in Newbridge instead, to which Moman replied he could.
Judge Staines ordered him to keep the peace for two years, on his own bond of €100. He must also refrain from begging and keep out of Portlaoise.
