Plan to build Laois holiday village for children with special needs

A planning application has been lodged to Laois County Council for a holiday village designed especially for families of children with special needs, near the county's biggest visitor attraction, Emo Court.

The development would be an expansion of existing holiday homes offered at the Old Rectory in Emo, beside the James Gandon designed Coolbanagher Church.

The landowner Mark Turner wants to add four more self catering holiday units next to the property, including conversion of his barn into two units, and construction of two more units. Three would have their own sensory rooms.

Along with the existing two holiday lets at the Old Rectory, it would offer six fully accessible cabins and cottages, with family suites with sensory-friendly designs for children with autism or sensory processing disorders.

There would be quiet zones and soundproofing to ensure comfort for all guests. A sensory garden, horse riding therapy, hydrotherapy and art therapy are also promised. 

The applicant says there will also be on-site medical support and therapy services (physiotherapy, speech therapy, occupational therapy), respite care services for families and "a dedicated team of trained staff, including carers, therapists, and
activity coordinators".

"The project targets families of children with special needs, including those with physical disabilities, sensory impairments, autism spectrum disorders, learning disabilities, and chronic medical conditions."

The architect states in the application that:

"Given the success of the short-term lets, the opportunity has arisen under the Just Transition funding to extend the accommodation at this location. 

"This report outlines the proposal for a holiday village designed specifically for children with special needs in the grounds of The Old Rectory, Emo, County Laois, Ireland. The development will provide accessible accommodation, tailored recreational facilities, and therapeutic services to offer an inclusive holiday experience.

"The project aims to promote well-being, social inclusion, and relaxation for children and their families while contributing positively to the local community.

They note that under land Zoning, "The site falls within a rural, tourism area, which supports recreational and tourism-related developments. Emo court is the most visited attraction in Co. Laois. Almost a quarter-of-a-million people visited Emo Court and Parklands last year, as it remains by far the top tourist attraction in Laois."

"The change of use will contribute to the local economy, supporting nearby businesses such as restaurants, shops, and tourist attractions. The property will offer employment opportunities for local services, including cleaning, maintenance, and management.

They say it is not best suited to long term renters.

"The property may not be fully utilized as a long-term residential unit and could provide better value as a short-term rental, maximizing its potential and ensuring it is well-maintained and occupied year-round."

A planning decision is due by December 12 2024.
