Plans lodged for second phase of housing project in Laois town

A new housing project could be on the way for Portarlington.

Plans have been lodged with Laois County Council for the second phase of a housing project at Bishopswood Road, Portarlington.


Kevin O'Rourke has applied to construct 49 residential units which will include 27 two-storey, three bed, semi-detached properties, 17 two-storey, two bed terrace units, and five two-storey, three bedroom houses. 


Previously 97 units were granted planning permission in the adjoining site and are currently under construction.


Mr O'Rourke is also seeking permission for a new vehicular entrance from phase 1 which is connected with Bishopswood road as well as all site works including drainage,  footpaths, pedestrian access, landscaping and amenity areas, car parking, public lighting and all other ancillary works.


The planning documents lodged with the local authority state: "The new development caters for all, the mix across the site includes for 2-3 and 4 bed dwellings with a good mix for all needs. The main central public open space will cater for all ages and provide a quality outdoor space for the residents. This and the smaller open spaces will provide for ball games and a secure playground for children and more relaxed spaces with pollinator planted spaces around the main area. All of these spaces and access to the buildings have and will be constructed to a high standard and in compliance with building regulations and will take into account the good use of materials to define great living space."


The plans were lodged on July 24, 2024 however Laois County Council deemed the application invalid. 


The Council said the application does not comply with  Part V requirements. Part V compliance refers to the requirements of the Planning and Development Act, 2000 (as amended) in relation to the provision of social/affordable housing.

The local authority also found issue with the site plan and sought clarification on one of the house types. 


The applicant can re-submit the completed application within 14 days of the original newspaper notice.
