Developer applies for more time to complete major Portlaoise housing project

A developer who is building a major housing development in Portlaoise has applied to Laois County Council for more time for its completion. The housing scheme at Dargan Woods, Borris Road will see 72 new houses constructed including seven social houses. All phases of the development have now commenced and are under construction with the first phase of houses due to go to the market around Christmas 2024. 

The original planning permission was granted in August 2019 with an expiry of permission in August 2024 however with Covid-19 taken into consideration the date was extended to November 15. 

Applicant Beyond Inspired Limited has now applied for an extension of duration for a five year period. 

 "The development consists of the construction and completion of 72 units. While it is anticipated that the development will be completed within the next one to two years, the five-years sought in this application will allow sufficient latitude and flexibility to deal with any external or unforeseen issues that may arise, particularly in light of the recent public health emergency and the inclement weather of the last few winters," the application states.

 The planning documents outline that phase one of the development is now 60% underway with all floors and bases of the 18 houses in place and 10 houses nearing completion erected and roofed with main drainage commenced under the Uisce Éireann connection agreement. In phase two all foundations are poured and dead work commenced for four houses with underground main drainage near completion. The bases for the first next eight houses will be installed before Friday, November 15 with timber frame kits due to arrive shortly. 

In phase three they say the site has been cleared with foundations in for four houses. The underground services will be a direct continuation of phase two. Foundations in this area are scheduled for installation before Christmas 2024.

"The applications only purchased the land recently (first quarter of 2024) this is the reason why the works will not be completed in the original planning permission period," the applicant said. 

The housing project consists of a mix of housing types including four beds, three beds, semi detached, detached and terraced homes. The social houses include three and two bed terraced properties. A decision is due to be made by the local authority by December 8, 2024.
