Fresh planning application for coffee and snack business at Laois GAA Club

The container was refused planning by Laois County Council and An Bord Pleanala

A fresh planning application is due to be lodged for a mobile coffee and snack container at a Laois GAA ground. 

Owen Donegan had previously been refused planning permission for the container which was operating at McCann Park GAA grounds in Portarlington

Laois County Council refused planning permission for the coffee and snack container in August 2024 because the site inside the GAA ground was not zoned for business. The Council’s decision was appealed to An Bord Pleanala, who upheld the Council’s decision and rejected the plans in March of 2025. 

In the same month, Laois Councillors voted to amend the Portarlington Local Area Plan 2025 to 2031 to facilitate the business

Following the move, the operator is again seeking planning permission for the coffee and snack container.  

“I, Owen Donegan intend to apply for retention planning permission for development at Portarlington GAA Club, McCann Park, Canal Road, Portarlington, Co. Laois, R32 W202. Retention planning permission is sought for the erection of a mobile coffee and food snack container in the grounds of Portarlington GAA Club, along with connections to mains water and electricity from Portarlington GAA Club House and all associated site works,” the planning notice reads. 

The planning application will be open to submissions for five weeks once it is lodged with Laois County Council.
